How to make model water

I have been admiring many dioramas lately featuring this new (to me) water modeling, giving so much more realism to ship models and other dioramas. There are many ways to make the water and make it look real. Some use the special Water Effects manufactured by various scale model add-on companies, others use plaster and clear lacquer, and one guy used regular transparent kit used to finish your bathroom with.
